We, the Japan Medical & Health Tourism Center (JMHC), are an international medical coordinator established with the aim of serving as a bridge between foreign patients—who have found it difficult to visit Japan due to reasons such as language barriers and visa issues—and the high-quality medical care available in Japan. With the support of the network of the JTB Group, Japan’s largest travel company, we are working to create an environment in which foreign patients can receive medical care in Japan with peace of mind.
Since our establishment in April 2010, we have utilized the global network and resources of the JTB Group to provide safe and reliable services that enable foreign patients to receive medical care in Japan smoothly and with peace of mind, from initial inquiries to travel to Japan, hospitalization, treatment, and discharge. In addition, we have obtained the first license registered by the Japan Tourism Agency (Registration Management No. A-001) as a guarantor organization for medical stay visas required for this purpose. We have also joined Medical Excellence JAPAN (MEJ), an affiliated organization of the Japanese government, and acquired the first certification (Certification No. MEJ-AMTAC-001) under Japan’s accreditation system for companies supporting medical travel.
Japan offers highly regarded medical care on a global level, including advanced treatments such as iPS cell therapy and other cutting-edge medical technologies. We aim to widely share Japan’s medical capabilities with the world and promote international medical exchange through the advancement of medical inbound services, thereby contributing to the development of Japan’s healthcare and the sustainability of its social security system.
We will continue to meet the needs of those visiting Japan for medical tourism and health promotion through alliances with medical institutions, government agencies and other public organizations, academic institutions, various associations, and private companies. Furthermore, we will strive to contribute to the promotion and recovery of health for people in Japan and abroad by creating services from new perspectives unique to JMHC.
Going forward, we will continue to collaborate with medical institutions, government agencies, academic institutions, organizations, and private companies, while responding to the growing needs for health promotion and creating new services from JMHC’s unique perspective to contribute to health improvement and recovery both in Japan and internationally.

Management of<br> multidrug-resistant strains(MDROs)
As noted in a report by Kumarasamy et al. (2010), however, there are some who may associate medical treatment performed overseas with the problems of infectious diseases. In fact, there certainly was an example of an infectious disease contagion that was reported, namely, NDM-1:New Delhi metallo-beta-lactamase-1.* We intend to respond very carefully to the existence of this type of risk, and together with Japanese medical institutions that promote accepting foreign patients, to continue providing services going forward as well.
By providing added value service to foreign patients who come to Japan for the purpose of medical treatment, we aim to address medical care issues and enhanced health for foreign patients and further develop medical care in Japan.

Licenses
To provide medical coordination services under Japanese law, certain licenses are required. Among them, the most important are accreditation as a Medical Travel Support Company (AMTAC) and registration as a guarantor organization for medical stay visas. JMHC holds both licenses.
Accredited Medical Travel Support Registration (AMTAC)
This is a certification license recognizing the company as a provider of high-quality medical travel support services accredited by Medical Excellence JAPAN (MEJ).
- 1. Registered as a Medical Stay Visa Guarantor Organization
- 2. Registered as a travel agency (Type 1, 2, or 3)
- 3. Track record of at least 150 patients per year (of which at least 120 for treatment) on average over the past 2 years at domestic medical institutions
- 4. Recommended by medical institutions
- 5. Obtained Privacy Mark certification from the Japan Institute for Promotion of Digital Economy and Community
- 6. Advisory physician: Must have a system in place to consult a physician at any time under an advisory contract, etc.
Among other items, 10 criteria are defined in total.

Medical Stay Visa Guarantor Organization
When undergoing health checkups, examinations, or medical treatment in Japan, we provide a guarantor service as necessary under the direction of Japanese medical institutions.

Guarantor Organization Registration Criteria (Excerpt)
- 1. Must have a continuous track record over the past two years of accepting international patients at Japanese medical institutions
- 2. Must have partnerships with Japanese medical institutions for accepting international patients
- 3. Must have a dedicated department and staff handling international patient coordination
- 4. Must have staff capable of using necessary languages for the service
- 5. Must have sound financial and operational stability
- 6. Total assets must exceed total liabilities by at least 5 million JPY on the balance sheet
- 7. Must have an office in Japan for conducting operations.
A total of 10 criteria are defined.

Medical Travel Forum (MFT)
The Medical Travel Forum was established by MEJ in 2021 to contribute to the sound development of medical travel to Japan and the internationalization of Japan’s healthcare.
